SHANGHAIEveryhour,atruckladenwithconstructionwasteentersasitethesizeoftwosoccerfieldsinasouthwesternsuburbofChinasmostpopulouscity.

Ashortdistanceawayfromthemoundsofbricks,woodenboards,andconcreteblocks,ZhangBaobaosellsunrefrigeratedslabsofpork,chicken,andbeef.The51yearoldfindsherselfconstantlybattlingthedustandpollutionattheconstructionwastesortingsite.Itgetseverywhere:inherhair,onthelaundryshehangsouttodryathernearbyapartment,andevenonhermeat.Sometimesitslikeasandstorm,shetoldSixthTone.

LikeinmanyotherChinesecities,Shanghaigovernmentdepartments,developers,andindividualsfrequentlyteardownoldbuildingsthatareillegal,outdated,orsimplystandinginthewayofurbanrenewal.Occasionally,suchdemolitionsmakeheadlines,suchasinthecaseofonefamousShanghainailhouse.

ButwiththeskylinesofChinasmetropolisesinaconstantstateofflux,demolitionsusuallyattractlittleattention,andthesamegoesforthemassiveamountsofwastetheyproduce.StricterrulesfordumpingconstructionwasteinShanghaianditsneighboringprovincescombinedwithanuptickindemolitionsofillegalstructureshavehighlightedjusthowmuchwastethecitysconstructionsitesproduce:astaggeringestimateof20,000tonsofconstructionwasteaday,aboutthreetimestheweightoftheEiffelTower.Whenitcomestolegallydisposingofthiswaste,however,theoptionsarelimited.

Inthepast,someofthecitysconstructionwastewasdumpedillegally,ofteninriversandlakesfarfromthecity.Lastyear,eightshipsfromShanghaiwerecaughtdumping4,000tonsofconstructionmaterialandhouseholdwasteroughlyequivalenttoonethirdofthetrashproducedinNewYorkCityeachdayonthescenicshoresofTaihuLake,locatedaboutanhourfromShanghaiineasternChinasJiangsuprovince.Accordingtonewsreports,thecompanyresponsiblewasplanningtodumpatotalof4milliontonsofwastewithinoneandahalfyears.

Withthewastedisposalissuereachingatippingpoint,inJuly,theShanghaigovernmentannouncedabanontransportingconstructionwastefro两个子女抚养权mthecitytootherprovinces.Currently,however,Shanghailackssufficientinfrastructuretomanagethewasteitproduces.Themunicipalleadershipsordertohandletheproblembyeitherburningorrecyclingconstructionwastehastrickledallthewaydowntoneighborhoodofficials,whohavebeguntofeeltheburden.

Wehavetriedourbest,butalargeportionoftheconstructionwastestillhasnowheretogo,saidShenFeng,asanitationofficialintheYueyangneighborhoodofShanghaisSongjiangDistrict,hometotheconstructionwastesitethatSixthTonevisited.Songjiangproducesaround1,000tonsofconstructionwasteperday.

Wehavetriedourbest,butalargeportionoftheconstructionwastestillhasnowheretogo.

Duringthesortingprocess,nearly25percentofconstructionwasteisclassifiedascombustible,meaningitcanbeincinerated.Butduetotheimmensevolumeandcrudesortingtechnology,notallcombustiblematerialsmakeittoincinerators.

Another50percentofthewastecanberecycled,typicallyforuseinbuildingroadsorfillinghollowland.Theremaining25percentisdustorashmaterialsthathavetriggeredcomplaintsfromthepublicandstumpedwastemanagementofficials.

By2020,Shanghaiintendstorecycle,reuse,orburnalltheconstructionwasteitproduces.ButthechallengesbecomeclearatthedumpingsitenearZhangsbutchershop,oneoffewsiteswheresuchwasteisbeingsorted.Withthehelpofexcavators,siteforemanSuJianandhiscoworkerssortthroughmountainsofwasteeachday.Theyhavetakentohosingdownthetrashwithwatertobettercontrolthedust.SutoldSixthTonethattheyreceivedspeciallydesigned,enclosedsortingmachinestohelpreducetheamountofdustintheair,butthattheyarewaitingforthemachinestobeconnectedtoasourceofelectricity.

Thecityhasdifficultyprocessingthegrowingvolume[ofconstructionwaste],saidYaoYongmei,theofficialwhooverseessanitationregulationinSongjiang.Atpresent,thedistrictssingleincinerationplanthasacapacityof2,000tonsperdayandisdesignedtohandlehouseholdwaste,thoughitisalsousedtoburncombustibleconstructionwaste.

Wearenowpreparingtobuildnewplantsinthesuburbs,whichmayhelptoprocesswastefromdowntowndistrictsinthefuture,Yaosaid,explainingthatplansareunderwaytoaddthreemorewasteprocessingplantsinSongjiangandtoincreasetheloneincinerationplantsdailycapacityto3,500tonsofcombustiblewastegeneratedbybothhouseholdsandconstructionsitesby2020.Oneofthenewprocessingplantswillbededicatedtohandlingthedistrictsrecyclableconstructionwaste.

Still,Yaonotedthatresolvingthewasteissueremainschallenging.Environmentalexpertsrecommendrecyclingoverlandfills,butinadditiontonewprocessingplants,thecityalsoneedstoclarifythemarketpriceofwastesortingandrecycling,aswellasbetterenforcenewregulations,Yaosaid.

YangAnming,presidentofShanghaiSanmeMiningMachineryCo.Ltd.whichmanufacturesconstructionwasterecyclingequipmentagreesthatstrongerenforcementofwastemanagementregulationsisnecessarytoimproverecyclingrates.Thecostofbreakingthelaw[bydumpingwasteillegally]islow,sonotmanypeopletendtoturnthewasteintoproducts,Yangsaid.Theprofitstobemadefromrecyclingarealsoextremelylowduetolaborcosts,processingdifficulty,anduncertaingovernmentsubsidies,Yangadded.Manyrecyclingcompanies,hesaid,havethecapacitytotakeonmorereusablematerialssuchasconcrete,bricks,andscrapmetalthantheycurrentlyreceive.

Inaddition,thepopularperceptionofrecycledproductsneedstoshift,saidYang.Constructionwasteiscommonlyreferredtoasgarbage,sopeoplehaveamentalblockwhentheyhearthat,Yangexplained.Theywontacceptsuchproductseventhoughtheyareharmlessandmeet[safety]standards.

此外，人们对再生产品的普遍看法有待改变，杨总告诉记者建筑废弃物通常被认为是垃圾，因此人们听到这个名字就会有抵触。他们需要时间接受建筑垃圾再生产品，即使它们符合安全和质量标准。

TheproblemofmountingconstructionwasteisntuniquetoChina:TheU.S.s1980Superfundprogramputtheonusofhandlingconstructionwasteonthecompaniesthatproduceit,andalawinJapanstipulatingthatconstructionwasteshouldberecycledwheneverpossiblehasledtoarecyclingrateof96percent.

However,YaosaiditsdifficultforChinatolearnfrominternationalexamplesbecauseitsvolumeofconstructionanddemolitionwasteismuchhigher.Since2000,Chinahasbuiltover1,400skyscrapers,morethananyothercountryinthesameperiod.

Theremaybeprogressonthehorizon:AnewregulationonconstructionwastemanagementinShanghaiduetotakeeffectinJanuarystressestheneedtoreduceconstructionwastegenerationandpromotesgreaterrecyclingefforts.Italsostipulatesresponsibilityformanagingconstructionwastefromthedemolitionofillegalbuildings,anditextendsthescopeofconstructionwastemanagementtoincludeprivateinteriordesignwastelikewood,paint,andmetalplateswhichwereexcludedunderpreviousregulations.

YetSongjiangbutcherZhanghaslittlehopethatthedustwillsettleanytimesoon.Hercomplaintstoneighborhoodofficials,shesaid,havefallenondeafears.Soon,thehouseshelivesinwilladdtothewasteandpollution:Morethanadozenoldbungalowsandtwostoryhouseshavebeenslatedfordemolitiontomakewayformoremodernbuildingsinherneighborhood.
